Board Meeting
The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on May 17th, 2010 was called to order by Mayor Thomas G. Coates at 7:00 P.M.

The Mayor led the Pledge of Allegiance.
Resident Angelo Primo discussed an issue with Cemetery Avenue and the large number of people walking in the road and also people walking their dogs and not cleaning up after them. As Cemetery Avenue is a private road it was suggested that Mr. Primo talk to Albany Rural Cemetery about signage, also the Clerk will put an item in the Activities about cleaning up after your pets.
A motion was made by Trustee Lansing seconded by Trustee Grenier to accept the minutes of the April 29th, 2010 Infrastructure Workshop.

A motion was made by Trustee Lansing seconded by Trustee Grenier to approve payment for the following:

The Clerk advised the Board he received three (3) quotes for the annual preventative maintenance of the Village Halls heating and cooling system:
Dwight Plumbing & Heating $2,900.00
General Mechanical Services $4,421.00
Farrell Bros, Inc. $5,600.00
After a discussion Trustee Lansing moved seconded by Trustee Lane a resolution accepting the proposal from Dwight Plumbing & Heating for $2,900.00.

The Clerk led a discussion concerning the Prel-GASB-45 Report after which it was requested that the Clerk have Armory Associates do a presentation at the next Board Meeting. The Clerk will try to make arrangements.
Executive Assistant Reuss led a discussion concerning the creation of the new Planning Board – he is currently working on a Primer for each new member and he has sent a copy of the Table of Contents to each Board Member for their review.
Mayor Coates led a discussion concerning the recent State Comptrollers Audit finding and what the Village needs to do. Requesting RFQ’s for next year’s insurance, auditing, computer services, routine maintenance for cars and light vehicles. The Clerk will begin to develop some preliminary RFQ’s. Also he is working on the corrective action plan.
Trustee Grenier inquired as to whom was working on the Village Picnic and that she would handle the same assignments as last year if there were no objections.
There was a discussion concerning the proposal from Troy and Banks to review our utility billing to ensure we are being charged correctly. After which Trustee Lansing moved seconded by Trustee Lane a resolution authorizing Troy & Banks to review our utility billing at no cost to the Village unless they find over charges at which time they would get a percentage of the savings.

The Clerk reviewed the proposal RFQ for the new SCADA System after a discussion Trustee Lansing moved seconded by Trustee Grenier a resolution authorizing the Clerk to send out the RFQ to the following engineering firms:

It was agreed that the committee to review the RFQ’s would be Trustee Grenier, Trustee Miller and the Clerk-Treasurer with DPW Foreman Boyd as an advisor.
A motion was made by Trustee Lane seconded by Trustee Miller to adopt the following Resolution.
TAX LEVY RESOLUTION
A RESOLUTION levying the total taxes and other charges extended and levied against each parcel of real property shown on the roll prepared and verified by the Clerk-Treasurer for the 2010-2011 fiscal year.
RESOLVED, that there be levied and assessed against the real property of the Village of Menands the following sums for village government and other charges for the
fiscal year 2010-2011 with a tax rate of $6.26 per thousand of homestead assessed valuation and $6.26 per thousand of non-homestead assessed value:
