Regular Village Board Meeting March 1, 2010
The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on March 1st, 2010 was called to order by Deputy Mayor Timothy A. Lane at 7:00 P.M.

Also attending: Bill Garvey, Brian Rozmierski, Robert Schanz, Paul Cooney, Kathy Meany, Diane Brunelle, Peter Molinaro and Timothy L Caramay.
The Deputy Mayor led the Pledge of Allegiance.
Superintendent Kathy Meany of Menands School discussed the upcoming vote March 16th, 2010 for improvements to the school the total expected cost is $335,000.00 – the project will not cause a tax increase to the residents as the cost will be covered by extra aid from the State, Capital Reserves and Fund Balance.
Kathy reminded everyone that Registration is March 10th and the voting will be March 16th, 2010.
Brian Rozmierski reviewed the proposed Web Site Design with the Board and answered questions.
President Pete Molinaro and Bob Schanz discussed the upgrades to the Fire House and what needed to be done the Clerk will work with them to get the BIDS ready for next meeting.
A motion was made by Trustee Lansing seconded by Trustee Grenier to accept the minutes of the February 16th, 2010 meeting.

A motion was made by Trustee Lansing seconded by Trustee Grenier to approve payment for the following:

Deputy Mayor Lane read a request from the Fire Department to use a Fire Truck in the St. Patrick’s Parade on the 13th after which Trustee Lansing moved seconded by Trustee Grenier a resolution authorizing the Fire Department to use a fire truck in the Albany St. Patrick’s Day Parade on the 13th.

The Clerk advised the Board that the 2010 NYCOM Main Street Economic Development Conference is scheduled for April 15th, 2010 in Utica and April 21st, 2010 in Watkins Glen. Anyone wishing to attend should let him know so he can make arrangements.
There was a discussion concerning a proposal from County Waste to pickup residential garbage and recycling for the Village, after which Trustee Lansing and Trustee Miller agreed to research the issue and report back to the Board.
Trustee Lansing moved seconded by Trustee Grenier the following resolution supporting the Albany County Multi-Jurisdiction All Hazard Mitigation Plan discussed at the last meeting:
Whereas, Albany County has adopted a county-wide, multi-jurisdictional All Hazard Mitigation Plan, and
Whereas, the plan is a joint project between the Albany County Department of Public Works, which has responsibility for hazard mitigation and the Albany County Sheriff Department Emergency Management Office, and all nineteen municipalities in Albany County in accordance with Disaster Mitigation Act of 2000, and
Whereas, through the adoption of the plan, the County and participating municipalities will become eligible for hazard mitigation projects upon final approval of the plan by the New York State Emergency Management Office and the Federal Emergency Management Agency, now, therefore be it
Resolved, by the Board of Trustees of the Village of Menands, that the Village of Menands adopts the Albany County All Hazard Mitigation Plan.

Trustee Lansing moved seconded by Trustee Miller a resolution to increase the Building Department fees and the Storm Water Fees per the recommendation of Code Enforcement Officer Reuss at the meeting of February 16th, 2010. New fees to be effective April 1st, 2010.

Trustee Lansing introduced proposed Local Laws to Amending Sections 169.44 and Section A172-2(B)(5) relating to fees. After which the Clerk was to schedule a Public Hearing for each law at the beginning of the Board Meeting on March 15th, 2010.
TRUSTEE LANSING LED A DISCUSSION CONCERNING COMMITTEE ASSIGNMENTS AND THE CONCERTS IN THE PARK ISSUE REQUESTED IT BE PUT ON THE AGENDA FOR NEXT MEETING.
The Clerk informed the Board that reservations for Ganser Smith Park started today.
