Regular Village Board Meeting February 16, 2010

The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on February 16th, 2010 was called to order by Mayor Thomas G. Coates at 7:00 P.M.

 

            PRESENT:      Thomas G. Coates, Mayor

            Also attending: Bill Garvey, Brian Rozmierski, Paul DeDominicis, Anthony Sabatino, Ed DerGurahian, Tim Boyd, Mike O’Brien.  

 

            The Mayor led the Pledge of Allegiance.

 

            Paul DeDominicis advised the Board that Little Leagues season is upon us and that opening day is scheduled for Saturday, April 24th and all are invited to attend and have a hot dog on Paul.  He also thanked the Board for all the help they and the DPW provided in the past and asked for the help again this year in getting the fields, etc. ready.

 

            Resident Ed DerGurahian introduced himself as a new resident to the Village and the Board welcomed him and hoped he will be at future meetings.

 

            Trustee Lansing made a motion seconded by Trustee Lane to accept the minutes of the February 1st, 2010 Public Hearing for Special Use Permit Application by the Turkish Cultural Center of Albany for use of 291 Broadway, Menands, New York.

            Trustee Lansing made a motion seconded by Trustee Lane to accept the minutes of the February 1st, 2010 meeting.

            Trustee Lane made a motion seconded by Trustee Lansing to approve payment for the following:

 

            WARRANT # 18

            Trustee Miller moved the following resolution which was seconded by Trustee Lane.

 

            RESOLUTION GRANTING A SPECIAL USE PERMIT TO THE TURKISH CULTURAL CENTER OF ALBANY (TCCA)

 

            Whereas, the Turkish Cultural Association of Albany (TCCA) has complied with the requirements of Chapter 169 of the Menands Village Code regarding a Special Use Permit,

 

            And Whereas, the TCCA has applied for a Special Use Permit for private higher education of the culture and history of the Turkish people at their proposed location at 291 Broadway,

 

            And Whereas, the TCCA has provided a fire safety plan to the Village of Menands that has been approved by the Town of Colonie Department of Fire Services,

 

            Therefore be it resolved that, the Turkish Cultural Association of Albany is granted a Special Use Permit for their occupancy at 291 Broadway, Menands, N.Y.

            The Clerk led a discussion concerning the BID approved at the February 1st Meeting for the purchase and installation of additional warning and scene lighting for the Fire Departments squad truck, which was awarded to Tyler Fire Equipment Co for $2,040.00.  However, there was an error in the BID Specs that caused the BID price to be higher.  The Fire Chief requested new BIDS from three (3) suppliers and received the following:

 

                        Roberts & Nicholas                                         $3,380.00

                        MNB Fleet Equipment, Inc.                           $3,420.73

                        Tyler Fire Equipment Co                                $3,761.40

 

            After a discussion Trustee Lansing moved the following a resolution to VOID the previous meetings resolution to purchase and install additional lights on Squad 6 from Tyler Fire Equipment Co and to award the BID to Roberts & Nichols for $3,380.00 the motion was seconded by Trustee Miller.

            The Clerk advised the Board he had reviewed the Service Award Documentation provided by the Fire Company and found the information to be in order and asked the Board to approve the posting of the information.  Trustee Lansing moved seconded by Trustee Lane a resolution approving the posting of the Service Award records form for review by the members.

            The Clerk advised the Board that he reviewed a second proposal for the GASB-45 requirement for $3,900.00 he is still looking for another and will get back to the Board.

 

            There was a discussion concerning the Albany County All-Hazard Mitigation Plan, after which Paul Reuss will get back to the Board with information by next meeting.

 

            The following Department Heads presented their Budget Proposals to the Board and answered all questions.

 

            Paul Reuss – Code Enforcement, Economic Development and MS-4

 

            Chief O’Brien – Police Department

 

            Timothy Boyd - DPW, Water & Sewer Funds

 

            Chief Ognan – Fire Department

 

            Brian Rozmierski discussed the Web Site design progress and presented several options to the Board.  The Board liked the design and the next phase is about to begin.

 

            Trustee Lane led a discussion concerning the sponsorship of concerts in the Park.

 

            A motion was made by Trustee Lansing seconded by Trustee Lane to adjourn.
