Regular Village Board Meeting December 21, 2009
The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on December 21st, 2009 was called to order by Mayor Thomas G. Coates at 7:00 P.M.

Also attending: Bill Garvey.
The Mayor led the Pledge of Allegiance.
Resident Bill Garvey thanked the Board for the job they did the past year.
A motion was made by Trustee Lansing, seconded by Trustee Lane, to accept the minutes of the December 7th, 2009 meeting.

A motion was made by Trustee Lansing, seconded by Trustee Grenier, to approve payment for the following:
WARRANT # 14
GENERAL totaling $ 71,196.13
WATER totaling 170,703.44
SEWER totaling 1,500.00
Totaling $243,399.57
PAYROLL # 15 totaling $ 61,735.95

Trustee Lansing led a discussion on the contract with WARPED-MINDS CONSULTING and BAM GRAPHICS, LLC after which Trustee Lansing offered, seconded by Trustee Miller a resolution authorizing the Mayor to sign the Website Development Agreement between the Village of Menands and WARPED-MINDS CONSULTING and BAM GRAPHICS, LLC. Pending inclusion of the amendments the Board would like added.

Trustee Lansing offered, seconded by Trustee Lane a resolution authorizing the Mayor to sign the Labor Agreement between the Village of Menands and the Teamsters Local 294 representing the Department of Public Works members, pending approval by the Teamsters Local 294 for the period June 1, 2009 to May 31, 2013.

The Clerk led a discussion concerning a Change Order from Chazen for Engineering Inspection Services for the Tillinghast Avenue Water Line, after which Trustee Lansing moved, seconded by Trustee Lane a motion authorizing the Clerk to sign the Change Order.

The Clerk advised the Board that there was a water break on MacAffer Drive on Sunday also a water break in the house at 25 Menand Road. Code Enforcement Officer Paul Reuss updated the Board concerning the issues at 25 Menand Road. Trustee Lane also advised Paul and the Clerk that 16 Hutton Street is vacant to his knowledge and we should check to make sure the water lines don’t break there.
Assistant to the Mayor Reuss updated the Board as to the Blasch and Mobil Projects. He was asked to have Boswell review the ingress and egress from Wards Lane to the Mobil Station as that is a concern of the Board.
Trustee Miller reviewed the Historian Report and a discussion followed concerning the design of the sign for Ganser-Smith Park, the Board would like to see the options before it is approved.
The Clerk reminded the Board of the Mohawk-Hudson Quarterly Meeting on Sunday, January 31, 2010 and the GFOA Annual Conference March 24-26, 2010.
All Christmas functions held at the Firehouse were a great success.
A motion was made by Trustee Lansing seconded by Trustee Grenier to adjourn.
