Regular Village Board Meeting November 16, 2009
The regular semi-monthly meeting of the Board of Trustees of the Village of Menands,
held on November 16th, 2009 was called to order by Mayor Thomas G. Coates at 7:00 P.M.

The Mayor led the Pledge of Allegiance.
Resident Jim Long inquired as to when the leaves in the park would be collected hopefully before the wind blows them onto the resident’s property. Jim also inquired into his FOIL Request. A discussion followed with the Clerk advising Jim as soon as he gets the final plans he will send the FOIL information.
Fire Company President Peter Molinaro updated the Board on the progress of the renovation project.
A motion was made by Trustee Lansing, seconded by Trustee Lane, to accept the minutes of the November 2nd, 2009 Board of Fire Commissioners.

A motion was made by Trustee Lane, seconded by Trustee Grenier, to approve payment for the following:

Fire Chief, Rick Ognan and the Clerk – Treasurer led a discussion concerning the Fire Department request to purchase 10 Scott bottles with valve assemblies, 20 bail out systems
(required by NYSDOL), and replacement hose for the fire trucks, after the discussion Trustee Lansing moved, seconded by Trustee Lane a resolution authorizing the Fire Department to spend
up to $23,900.00 on the purchase of 10 Scott bottles with valve assemblies, 20 bail out systems and replacement hose for the apparatus with 3 quotations for each item before selecting a vendor.

The Clerk led a discussion concerning the letter the Village received from the NYS Retirement System with corrective measurers the Village is required to do based upon changes to the law and the recent audit conducted by the State Comptroller’s Office. Trustee Lansing moved the following resolution establishing the following standard work days for all elected and appointed officials, the Resolution was seconded by Trustee Grenier.
BE IT RESOLVED, that the Village Board be and hereby establishes the following as a standard workday for elected and appointed officials for the purpose of determining days worked reportable to the New York State and Local Employees’ Retirement System:

I, William T. Smith, Jr., Clerk – Treasurer of the Village of Menands of the Village of Menands of
the State of New York, certify that the full Board consists of 5 members, and that 5 of such members were present at such meeting and that 5 of such members voted in favor of the above resolution.
The Clerk advised the Board that the Menands Senior Citizens Club received the “Jan Susan Medved Senior Dining Award” from the Colonie Senior Service Centers, Inc. at their annual Founders’ Awards Dinner on October 19, 2009. The Mayor asked the Clerk to put congratulation from the Board in the Activities.
Trustee Grenier advised everyone that the group of residents known as Menands Cares will be conducting a food drive this weekend November 21st and 22nd to help replenish the food pantries at Bethany Presbyterian, Loudonville Methodist, and St. Ambrose in Latham if enough food is collected.
Trustee Miller advised the Board that he will be attending a seminar concerning grants from the NYS Archives people to see if we can get a grant for a feasibility study for the preservation of the Village Office Records, the Historian Records and the Building Department Records. He will let everyone know by next meeting the chances of getting the grants.
Trustee Lansing wants to see the Board get refocused on Economic Development as we have the committee’s report and we need to begin pursuing the recommendations. Trustee Lansing also stated that the Web Site Committee will be getting together shortly to review a contract and begin the project.
Trustee Lane advised everyone that the Wounded Warriors organization will be holding a fund raiser at the North Albany American Legion Post on Thursday, November 19th.
Mayor Coates said he received the report from the Village’s gardener and that she did another outstanding job this year.
The Mayor also advised the Board that John Tozzi resigned from the Zoning Board of Appeals on November 6th. And that he would like to appoint Kevin Miller of Mountain View to fill the remaining term of John Tozzi’s appointment. Trustee Lane moved, seconded by Trustee Miller a resolution approving the appointment of Kevin Miller to the Zoning Board of Appeals for the term ending April 5, 2010 and be it further resolved that the Village Clerk be and he hereby is directed to notify the aforesaid citizen of his appointment.

The Clerk advised the Board that just over $65,058.97 of Delinquent Property Taxes were sent to Albany County for collection.
At 8:00 P.M. Trustee Lansing, made a motion seconded by Trustee Miller, to enter into Executive Session.

The regular meeting reconvened at 8:35 P.M.
Trustee Lansing moved the following resolution concerning Health Insurance for Village eligible employees and retires, the Village is offering the current 2009 Health Insurance Plans for 2010 calendar year, with the exception of the Health Net Medicare Supplement Plan, which will be replaced by a Blue Shield out of area PPO. The resolution was seconded by Trustee Lane.
