Regular Village Board Meeting May 4, 2009
The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on May 4th, 2009 was called to order by Mayor Thomas G. Coates at 6:00 P.M.
PRESENT: Thomas G. Coates, Mayor
Megan Grenier, Trustee
Timothy A. Lane, Trustee
Mark Lansing, Trustee
Ronald H. Miller, Trustee
William T. Smith, Jr., Clerk – Treasurer
Stephen Rehfuss, Village Attorney
Paul Reuss, Exec Assist to the Mayor
Trustee Lane moved seconded by Trustee Grenier to go into Executive Session to discuss a personnel matter.

Returned to regular meeting at 6:06 P.M.
A discussion was held and it was determined that the meeting should be of the Fire Commissioners not the Village Trustees. After which Trustee Lansing moved seconded by Trustee Grenier to adjourn.

Meeting adjourned at 6:09 P.M.
At 7:05 P.M. Mayor Coates called the Board of Trustees meeting to order.
Also attending: Bill Garvey, Diane Brunelle, Chuck Price, Paul Cooney, Greg Lanni, Kirk Montanye, Peter Molinaro, Theresa Montanye, John Stangle, Aric Shelton, James Sher & Rick Ognan.
The Mayor led the Pledge of Allegiance.
Resident Greg Lanni inquired as to the progress on the water problem on Lyons Ave. and Brookside Ave. The Mayor explained the situation to date.
Resident John Stangle stated he felt the tone by Trustee Lane to Mr. Long at the last meeting was inexcusable as was the discussion by Trustee Lane of the job performance of a Village employee in an open meeting.
A motion was made by Trustee Lansing seconded by Trustee Grenier to accept the minutes of the April 20th, 2009 meeting.

A motion was made by Trustee Lansing seconded by Trustee Lane to approve payment for the following:
WARRANT # 23
GENERAL totaling $26,446.66
WATER totaling 1,186.60
SEWER totaling 927.54 TOTAL $28,560.80
PAYROLL # 24 totaling $70,917.50

A motion was made by Trustee Lansing seconded by Trustee Grenier to adopt the following Resolution.
TAX LEVY RESOLUTION
A RESOLUTION levying the total taxes and other charges extended and levied against each parcel of real property shown on the roll prepared and verified by the Clerk-Treasurer for the 2009-2010 fiscal year.
RESOLVED, that there be levied and assessed against the real property of the Village of Menands the following sums for village government and other charges for the fiscal year 2009-2010 with a tax rate of $5.61 per thousand of homestead assessed valuation and $5.92 per thousand of non-homestead assessed value:
General Fund ------------------------------------------------------------ $1,793,517.00
For Relevied Water & Sewer Rents
And Charges, with Interest ----------------------------------------- $ 51,140.12
Total Real Property Taxes
And Other Charges on Roll -----------------------------------------$1,844,657.12

Trustee Miller discussed the possible green grant from DEC and was asked to get further information, as the grant is not due till May 29, 2010.
Resident James Sher inquired what could be done about the creek on Louis Avenue. Mayor Coates advised him that the open forum was over.
Trustee Grenier stated she thinks apologies are in order for everyone that was at the last meeting. Also she would like to discuss the handicap parking at Ganser-Smith Park at the next meeting.
A motion was made by Trustee Lansing seconded by Trustee Grenier to adjourn.
