        The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on March 5th, 2007 was called to order by Mayor John Bishop at 7:00 P.M.

        PRESENT:        John W. Bishop, Jr., Mayor
                        John F. Hagmann, Trustee
                        Mary M. Grenier, Trustee
                        Timothy A. Lane, Trustee
                        Ronald H. Miller, Trustee
                                William T. Smith, Jr., Clerk-Treasurer
                                Jen Carlson, Village Attorney
                                Paul Reuss, Exec Asst to the Mayor
        
        Also attending: Bill Garvey, Paul Cooney, Deidre Martinez, Paul Zabinski, Iver Anderson, Bruce Boswell and John Stangle.

        The Mayor led the Pledge of Allegiance.

        Resident John Stangle stated that while he didn’t agree with every decision the Board has made he thanked Mayor Bishop and Trustee Hagmann for their service to the Village and as he may not be at the next Board meeting he wanted to thank them as he knows first hand how hard a job it is sitting on the Board.  Both Mayor Bishop and Trustee Hagmann thanked John.

        Bruce Boswell of Boswell Engineering presented a basic design concept for a 24,000 sq ft building proposed to be built at 35 Broadway in the Village, Mr. Boswell was looking for comments from the Board before submitting his Site Plan for review.  A discussion followed after which Mr. Boswell thanked the Board for their comments and will submit his Site Plan application in the near future.

        Village Justice Rowley addressed the Board concerning the DCJS Review of the court safety and its recommendations a discussion followed.

        A motion was made by Trustee Lane seconded, by Trustee Grenier to accept the minutes of the February 20th, 2007 meeting.

        A motion was made by Trustee Lane seconded, by Trustee Hagmann, to approve payment for the following:

        WARRANT #19
                GENERAL                 totaling        $40,661.35
                WATER                   totaling          20,144.52
                SEWER                   totaling            4,635.65
                                                TOTAL   $65,441.52

        PAYROLL # 20                    totaling        $60,619.31

        Trustee Miller offered, seconded by Trustee Grenier, the following resolution and moved its adoption:  A resolution authorizing the Clerk –Treasurer to transfer $25,000 from the Water Fund Unappropriated Fund Balance to F8340.0430 Outside Contractors $25,000.

        Paul Reuss discussed a letter from a Verizon Subsidiary inquiring about putting a cell tower on Village property.  Trustee Hagmann suggested that it could possibly be in the interest of the Village to at least hear them out, which the Board agreed to do.  Paul will contact the firm.

        There was a discussion concerning the Community Design Guidelines and Village Gateways Concept Design Report, it was determined that the Board needed to review the Design Guidelines to ensure it was what is needed before we accept Elan’s recommendation to make it part of the Site Plan Regulations.

        Paul Cooney advised the Board that the alley between N. Lyons Avenue and Villa Road has been surveyed and marked and that the information is going to the attorney and county.  Also that Boswell has heard nothing from ABD Engineering concerning the proposed warehouse on Simmons Lane.

        John Stangle stated that he thought the Village crew should clean-up the snow around the office and firehouse to improve the lines of sight; and that the steps need to be kept clean and free of ice, as we had a visitor slip and injury his leg last weekend.

        At 8:56 P.M., a motion was made by Trustee Hagmann seconded, by Trustee Lane, to enter into Executive Session.

        The regular meeting reconvened at 9:14 P.M.
