The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on February 20th, 2007 was called to order by Mayor John Bishop at 7:00 P.M.

Also attending: Joe Bianchine, Vic Caponera, Kevin Miller, Mark Lansing, Tom Coates,
Steve O’Connell, Jim Long, Galina German, Anatoly German, Alexander German and David Fusco.
The Mayor led the Pledge of Allegiance.
Mr. Victor Caponera and Mr. Joseph Bianchine discussed the response to the questions from the Planning Board of August 21, 2006 Meeting and the subsequent requests from the Village’s Engineers. After a discussion Mr. Bianchine and Mr. Caponera were told to submit the updated information for the Preliminary Site Plan.
Ms. Galina German discussed the possibility of opening a nightclub at 191 Broadway she wanted to know if the Board was amenable to the idea. Ms. German was advised to see Mr. Reuss and follow Section 169-47 of the Village Code before the Board can make a decision.
Trustee Hagmann made a motion, to accept the minutes of the Public Hearing for Local Laws # 1 – 19 on Repeat Offenders held on February 5, 2007 seconded by Trustee Miller.

Trustee Lane seconded, by Trustee Grenier made a motion, to accept the minutes of the February 5th, 2007 meeting.

Trustee Hagmann seconded, by Trustee Lane made a motion, to approve payment for the following:
WARRANT # 18
GENERAL totaling $62,953.19 WATER totaling 27,347.14
SEWER totaling 2,742.98
TOTAL $93,043.31
PAYROLL #19 totaling $69,656.94

Executive Assistant Reuss discussed a situation at the Private Roads off Route 378 after which he was requested to talk to Mark Gorman of Pheasant Lane about the situation.
The Village department heads presented their 2007-2008 Budget proposals and answered all questions that were asked.

The Clerk discussed the annual contract with the Town of Colonie for use of the town landfill. After which Trustee Miller moved, seconded by Trustee Grenier the following a resolution authorizing the Mayor or Village Clerk to sign the contract with the Town of Colonie for use of the town landfill.

The Clerk read a letter from County Executive Mike Breslin and Chairman of the County Legislature Charles Houghtaling requesting the views of and whether or not the Village supports the collection of the additional 1% in Sales Tax that the county collects. This authorization expires in November 2007, unless the county enacts a home rule request to extend this authorization. After a discussion Trustee Hagmann moved, seconded by Trustee Lane a resolution authorizing the Mayor to send a letter to the county legislature supporting the re-authorization of the collection of the additional 1% Sales Tax.

The Clerk read a letter of resignation from Youth Director Heather Whalen. It was requested that we advertise in the next activities for applicants.
A discussion was held concerning repairs to the Fire Department Truck #6. The Clerk advised that everyone he contacted liked the company that was working on their apparatus.
The bids were:
Arsenal City Emergency Vehicle Repairs Services $21,706.60
Roberts & Nichols Fire Apparatus $17,951.99 + $4,000.00 = $21,951.99
KME Fire Apparatus $20,500.00 + $13,200.00 = $33,700.00
After which Trustee Hagmann moved, seconded by Trustee Lane to award the contract to the lowest bidder Arsenal City Emergency Vehicle Repairs Services.

The Mayor advised the Board he received a letter from the attorney representing the PBA about the upcoming contract negotiations. The Mayor stated that Bob Hite cannot conduct negotiations for the Village as he has a new position. However, he is putting together some labor attorney names for review by the Board. A discussion followed.

A motion as made by Trustee Hagmann seconded, by Trustee Grenier to adjourn.
