The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on January 2, 2007 was called to order by Mayor John Bishop at 7:00 P.M.

Also attending: Bill Garvey, Paul Cooney and Dianne MacFarland.
The Mayor led the Pledge of Allegiance.
Paul Cooney updated the Board on the status of the projects Boswell Engineering is working on for the Village.
They will begin surveying the Alley between No Lyons Avenue and Villa Road this week. They continue to review and consult with the engineers concerning the request to tap into the Village’s water line by Rensselaer County Jail.
They have received nothing from Broadway Auto; or from Mr. Fusco concerning the property at the end of Simmons Lane.
A motion was made by Trustee Lane seconded, by Trustee Hagmann, to accept the minutes of December 18, 2006 Public Hearing.

A motion was made by Trustee Lane seconded, by Trustee Grenier, to accept the minutes of the December 18, 2006 meeting.

A motion was made by Trustee Hagmann seconded, by Trustee Miller, to approve payment for the following:
WARRANT # 15
GENERAL totaling $27,607.46
WATER totaling 3,552.09
SEWER totaling 571.67
TOTAL $31,731.22
PAYROLL #15 totaling $67,451.96

Trustee Lane offered seconded, by Trustee Grenier, the following resolution and moved its adoption:
RESOLVED, that the register of those qualified to vote in the forthcoming Village Election in the Village of Menands to be held at the Municipal Firehouse in the Village between the hours of 12:00 noon and 9:00 p.m. in the afternoon on March 20, 2007 shall be prepared by the duly appointed inspectors of the Election of this Village on Registration Day, March 10, 2007 and be it further
RESOLVED, that the Inspectors of Election shall meet for this purpose between the hours of 12:00 noon and 5:00 p.m. in the afternoon in the Firehouse adjoining this Municipal Building in this Village on said date, at which time and place all persons qualified to vote at such forthcoming Village Election may attend and register their names for such Election.

Trustee Miller offered, seconded by Trustee Grenier, a motion authorizing the Clerk-Treasurer to attend the 2007 GFOA Annual Conference March 28-30, 2007 in Colonie at a cost of $150.00.

A discussion was held concerning the 2007 Animal Shelter Agreement received from the Mohawk Hudson River Humane Society after which the Clerk asked to meet with the Humane Society to review the contract.
The Board provided the Village Attorney with input into proposed local law concerning repeat offenders – The Village Attorney will do the changes and provide the revised copy to the Clerk for distribution to the Board.
The Mayor led a discussion concerning the Unified Court System Survey, after which the Clerk was asked to schedule a meeting with the Justices, Court Clerk, Board and Attorney to discuss the report.
A discussion was held concerning the study by Code Enforcement Officer Reuss concerning the Building Department Fee Schedule and possible increases. After which Trustee Miller moved seconded, by Trustee Lane a motion to change the fee schedule for the Building Department as set in the memorandum from CEO Reuss effective 1/2/07 (attached).

Trustee Miller updated the Board on the status of the Grants the Village currently is working on.
The Clerk advised the Board that the Annual Winter meeting of the Mohawk-Hudson Association of Village Officials is scheduled for Sunday, January 28th in the Village of Ravena, reservations are due by Wednesday, January 17th, let the Clerk know if you are attending.
It was noted that the next Village Board meeting will be held on Tuesday, January 16th due to the observance of Martin Luther King's Birthday on January 15th.
A motion was made by Trustee Hagmann seconded, by Trustee Miller to adjourn.
