The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on October 16, 2006 was called to order by Mayor John Bishop at 7:00 P.M.

Also attending: Bill Garvey, Patricia Henderson, John McKenna, Dawn Primett, Pam Perry, Joan Lucey, Ed and Peg Deukmejian.
The Mayor led the Pledge of Allegiance.
John Stangle suggested looking at the drop inlets on the N Lyons Avenue and Menand Road Paving Job as some appear to be deep and the Village was sued a few years ago by a resident that fell in a drop inlet and broke an ankle. The Clerk will advise the contractor. Several residents on Menand Road inquired about their driveways and the new paving. The Clerk advised them that the contractor has promised to address the situations and is expected to begin tomorrow.
Resident Jim Long commented that the people working on the Lyons Avenue and Menand Road Construction Project were very responsive to any problems or complaints and that he had heard of no problems dealing with the contractors. There was a discussion concerning the enforcement of the Alternate Parking on Menand Road and a request to fill the potholes on Tillinghast Avenue.
Resident Pat Henderson discussed the Zoning of a residence she owns. Attorney Rehfuss discussed the matter with her.
A motion was made by Trustee Lane, seconded by Trustee Grenier, to accept the minutes of the October 2, 2006 meeting as amended.

A motion was made by Trustee Lane, seconded by Trustee Hagmann, to approve payment for the following:

WATER totaling 8,726.90
SEWER totaling 283.47
GRAND TOTAL $63,320.15
PAYROLL #10 totaling $59,247.02

The Clerk advised that this years Halloween Parade will be October 31st, from 6:00 P.M. to 8 P.M., per Director of the Youth Committee. The Clerk will put something in the Activities and on the Website.
The Clerk led a discussion concerning the contract with Albany County regarding the STOP – DWI Program after which Trustee Miller, moved seconded by Trustee Hagmann a resolution authorizing the Mayor to sign the contract for the Village.

The Clerk advised the Board that he had received three (3) estimates for smoke testing of approximately 9,200 lineal feet of the sanitary sewer line on Wards Lane. The estimates (attached) are:
NEPCCO $4,508.00
Municipal Services $5,980.00
CT Male $7,600.00
After a discussion Trustee Hagmann, moved seconded by Trustee Lane a motion to accept the estimate of NEPCCO of $4,508.00 plus the cost of one (1) person from CT Male and one (1) employee of the Village’s DPW.

Paul Reuss discussed the Community Design/Gateway meeting held on October 10th and also advised the Board that a public hearing is scheduled for Tuesday, November 14th to present the draft report to the public.
The Clerk read thank you cards and letters to the Board (attached). The Clerk also advised the Board of the following:
Fall Meeting of the Mohawk-Hudson Assoc. of Village Officials – October 22, 2006 to be held in the Village of Catskill.
The 23rd Annual Dancing in the Woods Benefit on December 1, 2006 to be held at the Riverview Center.
Mayor Bishop would like to start a Business of the Month article in the Activities, each month select a local business and do a brief outline of the business to let the residents know what is available in the Village. The Mayor also reviewed a letter from Albany County Sewer District advising all communities that they expected to increase charges by less than 1% next year.
The Mayor also discussed the review of the draft Capital Region Inter-County Mutual Aid and Assistance Agreement provided by Attorney John Liguori, after which Trustee Lane, moved seconded by Trustee Grenier a motion authorizing the Mayor to sign the Agreement.

Trustee Hagmann discussed the need to hire a Financial Advisor so we can proceed with the Bonding for infrastructure repairs. After the discussion the Clerk was requested to ask the three (3) firms to adjust their price quotes for a higher priced BOND up to ten million.
At 8:25 P.M., a motion was made by Trustee Lane, seconded by Trustee Miller, to enter into Executive Session.
