        The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on October 2, 2006 was called to order by Mayor John Bishop at 7:00 P.M.

        PRESENT:John W. Bishop, Jr., Mayor
                        Meg Grenier, Trustee
                        Timothy A. Lane, Trustee
                                William T. Smith, Jr., Clerk-Treasurer
                                John Liguori, Village Attorney
                                

        ABSENT: John F. Hagmann, Trustee
                        Ronald H. Miller, Trustee
                        Paul Reuss, Exec. Asst. to Mayor

        Also attending:  Melissa Grenier, Michele Grenier, James Moneymaker, Jim Long, Paul Cooney, Kim Matan, Dianne MacFarland & Lisa Wheeler.   

        The Mayor led the Pledge of Allegiance.

        Paul Cooney advised the Board that the contractor for the Troy replacement meter is waiting for the meter which is expected within the next couple of weeks.

        Ms. Lisa Wheeler, Teacher at Menands School requested on behalf of her student’s permission to put Red Ribbons on the poles throughout the Village as part of National Drug & Alcohol Awareness Week October 23rd -31st the students will remove the ribbons afterward.  The Board gave its permission.

                A motion was made by Trustee Lane, seconded by Trustee Grenier, to accept the minutes of the September 18, 2006 meeting.

        A motion was made by Trustee Lane, seconded by Trustee Grenier, to approve payment for the following:

        WARRANT # 9                                     
                GENERAL         totaling                $226,986.99  
                WATER                   totaling                $  44,309.83
                SEWER                   totaling                    $165,209.61
                                                TOTAL           $436,506.43

        PAYROLL # 9                     totaling                    $  68,824.13

        A motion was made by Trustee Lane, seconded by Trustee Grenier to approve the transfer of  $92,500 funds from account F-0000-0599 Water Unappropriated Fund Balance to F-8320-0434 $55,500 and F-8340-0430 $36,000.

        The Clerk advised the Board that the following two (2) bids were received for the 1991 Backhoe:

                Behuniak Farm           $4,761.00
                Richard Wiley           $3,260.00

        After a discussion Trustee Lane, offered seconded by Trustee Grenier a motion to accept the bid from Behuniak Farm for $4,761.00.

        The Clerk advised the Board that a public hearing was scheduled for October 10th at 7:00 PM to review the preliminary plans and receive input from the residents as to the grants the Village received for the Bike Trail and the Community Design Standards.

        The Clerk led a discussion concerning the Board authorizing appointees to live outside of the Village.  The Mayor requested a review by the Village Attorney as he would like to do it on a case by case basis.  The matter was tabled.

        The DPW has requested that their hours of operation be permanently changed to 7 AM to 3 PM.  After a discussion the Board decided to leave the hours of operation for the DPW from 8 AM to 4 PM due to safety concerns during the winter months.

        The Clerk advised the Board of the following; the Town of Colonie will not be submitting the Sidewalk Project to CDTC for the north end of the Village until next year.   

        The Clerk advised everyone that Fire Prevention Week will be October 9th – 14th with an Open House scheduled for Wednesday, October 11th.

          Also the Clerk has on file the Fiscal Year 2005 Annual Report for the Community Development Program administered by the Town of Colonie.

        The Mayor reviewed a letter he received from Albany County concerning a Capital Region Inter-County Mutual Aid and Assistance Agreement.  After a discussion the agreement was given to the Village Attorney for review.

        Trustee Grenier wanted to thank the Menands PBA for sponsoring the Friday night movie.

        Mr. James Moneymaker of 11 Dennin Drive addressed the Board concerning his Village Tax Bill, which he stated he did not receive.  After a discussion Mr. Moneymaker was advised that he had to pay the interest.

        At 7:54 PM Trustee Lane, moved seconded by Trustee Grenier to enter into Executive Session to discuss a personnel matter.

        A motion was made by Trustee Grenier, seconded by Trustee Lane to adjourn.
