        The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on July 17th, 2006, was called to order by Mayor John W. Bishop, Jr. at 7:07 P.M.

        PRESENT:        John W. Bishop, Jr., Mayor
                        John F. Hagmann, Trustee
                        Meg Grenier, Trustee
                        Timothy A. Lane, Trustee
                                William T. Smith, Jr., Clerk-Treasurer
                                John Liguori, Village Attorney

        ABSENT: Ronald H. Miller, Trustee
                        Paul Reuss, Exec. Assist to Mayor

        Also attending: Village residents; Bill Garvey, Paul Cooney, Beverly Folderman, William Millette, Jim Long, Carol & John Blaauboer, Kehi Kang.

        Ms. Kehi Kang of 7 Patemen Circle requested the Board waive the penalty on her 2006-2007 Village Property Tax Bill as she stated she received it today.  After a discussion Trustee Lane moved, seconded by Trustee Hagmann a motion to not waive the penalty as this would set a precedent that is not in the best interest of the Village.

        Resident Jim Long inquired as to the work on Lyons Avenue and Menand Road and the Elan Proposal, a discussion followed the Mayor stated that trustee Miller was gathering alternative solutions and prices for a portion of the Elan Proposal and that Trustee Miller had not presented anything yet.

        Resident William Millette inquired as to the Old Pepsi Building and its status and any proposals, he was informed that a Demolition Permit was issued, but plans for the future have not been received by the Village.  He also led a discussion concerning the Enforcement of the Garbage Recycling & Trash Law.  The Clerk will review the situation with DPW.

        Resident Carol Blaauboer inquired as to what could the Village do about unattractive nuisances in resident’s yards.  The Clerk will have the Building Inspector investigate the situation.  

                A motion was made by Trustee Hagmann, seconded by Mayor Bishop, to accept the minutes of the July 3rd, 2006 meeting.

        A motion was made by Trustee Lane, seconded by Trustee Grenier, to approve payment for the following:

        WARRANT #4

        Trustee Hagmann, offered seconded by Trustee Grenier, a resolution to pay the Clerk-Treasurer's annual dues of $35.00 to the New York State Association of Finance Officers.

        Trustee Lane, moved seconded by Trustee Hagmann a resolution amending the Village of Menands Volunteer Firefighters Service Award Program for 2005 to include Brian Franklin, William Moreland and James Sher, who were accidentally omitted from the previously approved list of May 1, 2006.

        After a discussion concerning the requirement for a local law dealing with the MS-4 Rules and Regulations the Clerk was asked to coordinate a meeting with the Town of Colonie Supervisor, the Mayor and Village Attorney.

        The Mayor advised the Board that a meeting was scheduled between NYS DOT, the Village and the Developers of the Jones Court Proposal to discuss NYS DOT’s concern with storm water, for Tuesday morning.

        The Clerk also stated there was a meeting scheduled for Wednesday morning July 19th to discuss the Troy Water Meter.

        The Clerk advised the Board that the Village will once again begin discussions with the Humane Society to purchase a portion of their land.  The Village currently is removing the items that are stored there at the request of the Human Society’s Insurance Company.

        The Clerk reminded the Board of the Annual John Weidman Golf Tournament and the sponsoring of a hole by the Board.  Also that he included sample laws in their packages concerning Water rules and that the Board should develop a local law as we have none now.

        It was suggested that a letter be sent to residents of Menands Road letting them know that this is an opportune time for them to replace their water lines if they want.  The Clerk will send one out.
        
        The Board gave their Liaison Reports:

                A motion was made by Trustee Hagmann, seconded by Trustee Lane to adjourn.
