The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on May 1, 2006 was called to order by Mayor John W. Bishop, Jr. at 7:00 P.M.

Mr. Doug Young representing the Trane Company did a presentation proposing Trane doing a preliminary study of the Villages energy uses and then produce a proposal for a performance contract. The Board thanked Mr. Young and will review the information and get back to him.
Mr. Rick Hamerhoff of Broadway Auto Repair discussed a proposal for an Auto Repair/Car Wash for 5 Wolfert Avenue this was a pre application conference, concerns of the Board that Mr. Hamerhoff need to address are, the exit out onto Wolfert Avenue on the west side of the property, he needs to check with NYSDOT; also he will need to get a Variance for the number of parking spaces as he is showing less than is required in the Zoning Law; green space; possibly shifting the building and the parking around. Mr. Hamerhoff thanked the Board and will review the suggestions, and get back to the Board.
Resident Lynda Long inquired if the gardener position had been filled yet, the Clerk stated he had one application and was interviewing this week.
Resident Chuck Price inquired as to the bleachers at Ganser Smith Park, Trustee Miller advised he would check with the vendor.
Paul Cooney updated the Board on the projects that Boswell Engineering is working on: The Troy Meter, Brookside Avenue and the North Lyons Avenue and Menand Road rehabilitation.
A motion was made by Trustee Lane, seconded by Trustee Grenier, to accept the minutes of the April 17th, 2006 meeting as amended.

A motion was made by Trustee Lane, seconded by Trustee Hagmann, to approve payment for the following:
WARRANT # 23
GENERAL totaling $62,814.75
WATER totaling 12,543.55
SEWER totaling 10,000.00
TOTAL $85,358.30
PAYROLL # 24 totaling $65,393.21

A motion was made by Trustee Hagmann and seconded by Trustee Grenier to adopt the following Resolution.
TAX LEVY RESOLUTION
A RESOLUTION levying the total taxes and other charges extended and levied against each parcel of real property shown on the roll prepared and verified by the Clerk-Treasurer for the 2006-2007 fiscal year.
RESOLVED, that there be levied and assessed against the real property of the Village of Menands the following sums for village government and other charges for the fiscal year 2006-2007 with a tax rate of $4.57 per thousand of homestead assessed valuation and $5.29 per thousand of non-homestead assessed value:
General Fund ----------------------------------------------------------- $1,571,191.00
For Relevied Water & Sewer Rents
And Charges, with Interest ----------------------------------------- $106,966.17
Total Real Property Taxes
And Other Charges on Roll -----------------------------------------$1,678,157.17

The Clerk advised the Board that a new part time Police Officer Anthony Harbour was hired to replace last months resignation.
The Clerk advised the Board that the Fire Company had posted the Service Award points for the required period and that the Board can sign the sponsor forms to be mailed to the vendor for processing.
The Clerk led discussions on outdoor lighting and the possible need for regulation due to a complaint the police received. Also that the Board should look into creating a local law pertaining to the payment of water bills and penalties and fees, after the discussion the Clerk was requested to contact NYCOM for any information they may have on the issues.
The Clerk read a letter from the Fire Company pursuant to Village Law advising the Board that the following individuals were elected:
Chief, Don Handerhan; 1st Assistant Chief, Frank Primo and 2nd Assistant Chief, Ryan Handerhan.
Trustee Hagmann, moved seconded by Trustee Lane a resolution approving the appointments of Don Handerhan as Chief; Frank Primo as 1st Assist Chief and Ryan Handerhan as 2nd Assist Chief.

The Clerk also advised the Board that the 3” waterway valve on the aerial truck has too be replaced and an estimate was received for $3,595. Also that two proposals for replacing the valve at the main pump station were received one from Anjo Construction for $2,950 and one from Chip Kronau for $2,995 after a discussion the lowest bidder will be awarded the job.
The Clerk has received a request to purchase a piece of Village property at 32 Wolfert Avenue. After a discussion the Clerk will advise the bidder that the property is not for sale.
The Clerk reminded the Board that Sunday, May 7th is the Mohawk-Hudson Village Officials Spring Meeting hosted by Menands and he needed their reservations. Also the NYCOM Annual Meeting is June 11 – 14 in Saratoga and if anyone wanted to go let the Clerk know.
Trustee Lane reported on the clean-up of Broadway and VanRensselaer Blvd. on Sunday and thanked everyone for their help.
Mayor Bishop reported that he and Chief O’Brien met with the school last week concerning the Bike Path and that the Chief was meeting with school officials again.
Trustee Miller discussed a proposal from Elan concerning a review of the street scape for Lower Menand Road. Trustee Miller will get another proposal before any proposal can be signed. Trustee Miller also discussed the RFQ’s.
