        The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on December 5, 2005 was called to order by Mayor John Bishop at 7:00 P.M.

        PRESENT:        John W. Bishop, Jr., Mayor
                        John F. Hagmann, Trustee
                        Meg Grenier, Trustee
                        Timothy A. Lane, Trustee
                        Ronald H. Miller, Trustee
                                William T. Smith, Jr., Clerk-Treasurer
                                Stephen Rehfuss, Village Attorney
                                
        Also attending: Resident Paul Cooney, Jim Long and Dianne Mac Farland.

        The Mayor led the Pledge of Allegiance.

        Resident Jim Long inquired as to getting the leaves picked up on the Volleyball court and plugging the drain so it could be flooded, for skating, also having the leaves in the park picked up.  The Clerk will have the DPW plug the drain and check on the leaves.  Mr. Long also inquired about the Menand Road paving project.  The Mayor stated that a public MEETING will be scheduled in February 2006 so that residents will be advised as to the schedule and type of work to be done and also be able to make suggestions before the project goes out to bid.

        Paul Cooney advised the Board that he expected to have the report and proposal on the Troy meter this week and will get it to the Clerk so the Board can review it by next meeting.
        
        Trustee Lane, seconded by Trustee Miller made a motion, to accept the amended minutes of the November 21, 2005 meeting.

        Trustee Lane, seconded by Trustee Grenier made a motion, to approve payment for the following:

        A discussion was held concerning the Albany County Empire Zone Revision Application after which Trustee Hagmann introduced the following Resolution and moved its adoption.

VILLAGE OF MENANDS
RESOLUTION OF SUPPORT AND CONCURRENCE
WITH THE ALBANY COUNTY EMPIRE ZONE
REVISION APPLICATION

WHEREAS, New York State has created the Economic Development Zone program to encourage industrial and commercial development in selected municipalities across the State, and

WHEREAS, Albany County, as an eligible municipality, received original designation of an Economic Development Zone made up of sub-zones including portions of the Town of Guilderland and the City of Watervliet, and

WHEREAS, New York State has amended the Zones program to increase benefits and allow additional Empire Zone areas, and

WHEREAS, the Albany County Legislature intends to revised the Albany County Empire Zone to encourage industrial and commercial development and to allow for the creation of an additional Empire Zone area in the Village of Menands, and

WHEREAS, the Village of Menands is committed to the development of new business within the proposed sub-zone, and

WHEREAS, the Village of Menands wishes to support and concur with the Empire Zone revision application,

NOW, THEREFORE, be is resolved that the Village of Menands Board, in its capacity as governing body of the Village of Menands, does hereby support and concur with the Albany County Empire Zone revision application.

        Trustee Lane seconded the motion.

        Trustee Lane, offered, seconded by Trustee Hagmann, a resolution authorizing payment Clerk-Treasurer’s membership to New York State Government Finance Officers’ Association, Inc. in the amount of $125.00.

        Trustee Miller offered, seconded by Trustee Grenier, a resolution authorizing payment of Chief O'Brien's dues to New York State Association Chiefs of Police, Inc in the amount of $100.00.

        Trustee Hagmann offered, seconded by Trustee Grenier, a resolution authorizing payment of dues to New York State Fire Investigators in the amount of $40.00 for Earl Jones.

        The Board was advised to let the Dispatcher know if they will be attending the PBA Christmas Party on Sunday, December 11th, 2005 from 3 – 6 P.M.  Also the Firemen's Christmas Party will be Saturday, December 10th, 2005 at 6:00 P.M. and they should let John Stangle or the Dispatcher know if they plan on attending.

        The Clerk reminded everyone the 23rd Annual Employees Christmas Party will be   Thursday, December 15th from 3 – 6 P.M.

        The Clerk advised the Board about the MS-4 requirements that will be required in 2006 based upon a meeting he attended last week.  He also discussed new NIMS (National Information Management System) training requirements.

        The Clerk also led a discussion concerning an old Panasonic KXP4410 computer printer that needs repairs, after which Trustee Miller moved, seconded by Trustee Hagmann a resolution declaring the Panasonic KXP4410 printer surplus.

        The Clerk advised the Board that there was a water break over the weekend on Folmsbee Drive.

        Mayor Bishop advised the Board that the Clerk had written a letter to the insurance company of DelSignore Paving regarding the paving on Brookside Avenue and Mountain View and putting them on notice as to liability until the job is satisfactory.  A meeting has been scheduled for this week with DelSignore to discuss the situation.

        The Board reviewed the Executive Assistant Job Description after which the Mayor will meet with the Clerk to incorporate the changes.

        Trustee Lane advised everyone that the Mayor had signed the paper work for the member item grant for the new bleachers at Ganser Smith Park.

        Trustee Miller advised the Board that Riverside Ambulance has agreed to donate $5,000.00 to the Village for the Bleacher Project.  Trustee Miller also reviewed where the Village stands on several grants it applied for.

                A motion was made by Trustee Hagmann, seconded by Trustee Lane to adjourn.
