The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on August 1, 2005 was called to order by Mayor John Bishop at 7:00 P.M.

Also attending: Residents Paul Cooney, Jim Long, Gert Krutz, Dianne MacFarland and Brian Rozmenski.
The Mayor led the Pledge of Allegiance.
A motion was made by Trustee Lane, seconded by Trustee Hagmann, to accept the minutes of the July 18, 2005 meeting.

A motion was made by Trustee Lane, seconded by Trustee Hagmann, to approve payment for the following:
WARRANT # 5
GENERAL totaling $47,785.76
WATER totaling 228.13
SEWER totaling 681.00
PAYROLL #4 totaling $71,899.09

Trustee Hagmann moved, seconded by Trustee Lane, a RESOLUTION authorizing the Mayor to sign the 2005 Mohawk-Hudson Humane Society contract for $1,500.00.

Trustee Lane offered, seconded by Trustee Hagmann, a Resolution to pay the Clerk-Treasurer’s annual dues of $50.00 to New York State Association of City & Village Clerks.

Trustee Hagmann offered, seconded by Trustee Lane, the following resolution and moved its adoption:
RESOLUTION EXPRESSING THE GRATITUDE OF THE BOARD OF TRUSTEES AND THE PEOPLE OF THE VILLAGE OF MENANDS TO POLICE OFFICER PETER J. FORNER AND HONORING HIM UPON THE OCCASION OF HIS RETIREMENT FROM THE MENANDS POLICE DEPARTMENT.
WHEREAS, Peter J. Forner began his employment with the Village of Menands in the Department of Public Works on October 29, 1973 and was appointed a police officer on June 1, 1979 and
WHEREAS, having served the citizens of this Village faithfully and well for over thirty years, Peter will commence his well deserved retirement from these labors on August 20, 2005, and
WHEREAS, Officer Peter J. Forner has been, and is, held in high esteem and affection by the members of this Board, and by the residents of this Village who have known him and benefited by his continuing friendship and contributions to the community, and
NOW, THEREFORE, be it
RESOLVED, that we, the members of this Board, personally and on behalf of the citizens of this Village, extend our most sincere thanks and gratefully appreciation to our friend and police officer, Peter J. Forner, not only for his sound judgment, but also for his personal commitment to good government and a better society and we do, further, unreservedly extend to him our heartfelt gratitude and best wishes for a long, fulfilling and happy and healthy life in retirement with his lovely wife Gladys and their daughter Regina and all of Peter’s family, and be it further
RESOLVED, that Officer Peter J. Forner was honored at the Polish American Citizens Club in Albany on the evening of July 29, 2005, by his family, friends, neighbors and associates to congratulate him on his many years of service to this community, and be it further
RESOLVED, that the Clerk-Treasurer be, and he hereby is, directed to cause this resolution to be published in the Menands Activities and to transmit a certified copy hereof to Peter J. Forner, and be it further
RESOLVED, that when this meeting adjourns, it do so in appreciation of the many services so generously rendered to this Village by Police Officer and friend, Peter J. Forner.

Mayor Bishop read the RESOLUTION and presented Peter with a small token of appreciation from the Village.
The Clerk led a discussion concerning a check valve at the Wards pump station. After which he will have price quotes for a new valve and installation cost for the next meeting.
The Clerk advised the Board of the upcoming NY Conference of Mayors Training School for City & Village Officials September 19 to 23 in Lake Placid, anyone interested in attending should let the Clerk know so he can make arrangements.
Paul Cooney led a discussion on the proposed road work for Menand Road, No. Lyons Avenue, Brookside Avenue and Mountain View. It was decided to bid No Lyons Avenue and Upper Menand Road in the Spring of 2006. But the clerk and Paul were asked to get the BID package for Brookside Ave and Mountain View and Lower Menand Road together and out so the Board could possible award the BID on September 19th.
Mayor Bishop read a letter from Brian Noonan of Aurora Insurance thanking the Village for the Swim Program and the other services provided to its residents.
The Mayor gave an update on the Wolferts Roost netting issue and expects to have everything by next meeting. Also the range is open and all persons are required to sign out limited flight balls. The Roost may also install a security camera at the Range.
The Clerk advised the Board that four (4) pieces of property in Menands were on the counties Notice of Foreclosure.
Trustee Lane discussed a change to the proposed Local Law on Garbage. Trustee Lane stated that we will need another public hearing when the rewrite is completed.
Trustee Miller mentioned the village owned properties and that he would be reviewing them with John Stangle and then getting a report to the Board. Also he would like any comments on the report from the Graduate Student.
Mayor Bishop advised everyone that he had heard that the Capital District Regional Market had received a $50,000.00 grant they applied for.
At 7:58 P.M., a motion was made by Trustee Hagmann, seconded by Trustee Lane, to enter into Executive Session.
