The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on March 7, 2005 was called to order by Mayor John Bishop at 7:00 P.M.

The Mayor led the Pledge of Allegiance.
Resident Bill Garvey questioned what item 6 on the tentative agenda was, the Mayor explained it was an offer from the engineering company to supply the Village with services, and that it would be discussed in the order on the agenda.
Resident Diane McFarland invited everyone to the spaghetti dinner at the school on Wednesday, March 9th from 4:30 p.m. to 7:00 p.m., it is a fundraiser for the eighth grade.
A motion was made by Trustee Lane, seconded by Trustee Hagmann, to accept the minutes of the February 22, 2005 meeting.

There was a discussion regarding incorrect water/sewer billings for the period May 1, 2004 to October 31, 2004. Trustee Schanz offered, seconded by Trustee Hagmann the following resolution:
WHEREAS, Water and Sewer Invoice # 2884 for 11 Sage Hill Lane in the amount of $1,019.70 was based on a faulty meter head. Now, therefore, be it
RESOLVED, that invoice #2884 be changed to $194.70, reflecting a change in usage from 309,000 gallons to 59,000 gallons, and

There was a discussion regarding incorrect water/sewer billings for the period November 1, 2003 to April 30, 2004. Trustee Schanz offered, seconded by Trustee Hagmann the following resolution:
WHEREAS, Water and Sewer Invoice #2884 for 11 Sage Hill Lane in the amount of $904.20 was based on a faulty meter head. Now, therefore, be it
RESOLVED, that invoice #2884 be changed to $293.70, reflecting a change in usage from 274,000 gallons to 89,000 gallons, and

There was a discussion regarding incorrect water/sewer billings for the period May 1, 2003 to October 31, 2003. Trustee Schanz offered, seconded by Trustee Hagmann the following resolution:
WHEREAS, Water and Sewer Invoice #2884 for 11 Sage Hill Lane (service period 5/1/03-10/31/03) in the amount of $828.30 was based on a faulty meter head. Now, therefore, be it
RESOLVED, that invoice #2884 be changed to $194.70, reflecting a change in usage from 251,000 gallons to 59,000 gallons, and

There was a discussion regarding an overpayment in water/sewer billing for the period May 1, 2004 to October 31, 2004. Trustee Schanz offered, seconded by Trustee Miller the following resolution:
WHEREAS, Water and Sewer Invoice #2169 for 272 Broadway in the amount of $255.00 was paid twice, once on 1/10/2005 and again on 1/31/2005, therefore be it
RESOLVED, that one payment in the amount of $255.00 be paid back to the Community Counsel.

The Mayor led a discussion concerning the proposal from Boswell Engineering for providing Village Designated Engineering Services for the Planning Board and Zoning Board of Appeals application/plan reviews and other miscellaneous engineering services on a time and expense basis in accordance with the attached hourly rate schedule. After the discussion Trustee Schanz offered, seconded by Trustee Lane a motion authoring the acceptance of the proposal from Boswell Engineering.

Mayor Bishop stated he received a couple of complaints about the WEBSITE and the minutes not being easy to get to. The Clerk said that the minutes and the activities were now easy to get to. The Mayor asked that the WEBSITE be brought up to date if it is not. Also the Mayor stated the organization he mentioned last meeting concerning the planting of trees is Community Gardens, Mr. Steve Cowans from HVCC is the contact. The Clerk will check with Mr. Cowans and the residents on Brookside Avenue.
There was a discussion concerning the proposed Local Law on garbage collection introduced by Trustee Lane last meeting after which Trustee Lane and DPW Foreman Boyd agreed to meet to review the specifics before it is discussed at another Board meeting.
The Clerk read a letter to Mayor Bishop from the Town of Colonie Community Development department advising the Mayor that the Citizens Advisory Committee is recommending to the Town Board that our request for funding for additional street lights on Broadway be approved with an allocation of $18,000.00 (attached). The Clerk also read a Thank You from the Siriano sisters on Wolfert Avenue to all the Village Employees that helped get a gas leak in front of their home fixed.
John Stangle reported to the Board that he has a meeting scheduled with NYSDOT concerning the flooding on Cemetery Avenue this week. Also that rumor has it that the old Clancy's Well will be an Italian Restaurant, and that the old OTB is under contract with a Temp. Employment Agency. John also stated that the owner of the property on Simmons Lane is working with a NYSDEC permit to put fill in his property, and that he and Building Inspector Wright are monitoring the situation.
At 8:20 p.m., a motion was made by Trustee Hagmann, seconded by Trustee Lane, to enter into executive session.
