The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on January 3, 2005 was called to order by Mayor John Bishop at 7:00 P.M.

The Mayor led the Pledge of Allegiance.
Discussion: Resident Bill Garvey requested colored lights on the Tree decorated for Christmas instead of the white lights. He also discussed his visions for possible new businesses in the Village.
Resident Jim Long requested that the volley ball court at the Ganser-Smith Park be flooded in case winter arrives. The Clerk will have DPW flood the court.
A motion was made by Trustee Lane, seconded by Trustee Hagmann, to accept the minutes of the December 20, 2004 meeting.

A motion was made by Trustee Schanz, seconded by Trustee Lane, to approve payment for the following:

Trustee Lane offered, seconded by Trustee Schanz, the following resolution and moved its adoption:
RESOLVED, that the register of those qualified to vote in the forthcoming Village Election in the Village of Menands to be held at the Municipal Firehouse in the Village between the hours of 12:00 noon and 9:00 p.m. in the afternoon on March 15 2005 shall be prepared by the duly appointed inspectors of the Election of this Village on Registration Day, March 5, 2005 and be it further
RESOLVED, that the Inspectors of Election shall meet for this purpose between the hours of 12:00 noon and 5:00 p.m. in the afternoon in the Firehouse adjoining this Municipal Building in this Village on said date, at which time and place all persons qualified to vote at such forthcoming Village Election may attend and register their names for such Election.

Trustee Schanz offered, seconded by Trustee Lane, a motion authorizing the Clerk-Treasurer to attend the 2005 GFOA annual conference April 6 — 8, 2005 in Colonie at a cost of $130.00.

There was a discussion concerning the 2004 Grant the Village received from the NYS Office of Parks Recreation & Historic Preservation after which Trustee Schanz offered, seconded by Trustee Hagmann the following resolution:
RESOLVED, that John W. Bishop, Jr. as Mayor of the Village of Menands, is hereby authorized to sign all required documents for the NYS OPRHP Grant the Village was awarded.

The Clerk discussed the possibility of declaring seven air conditioners surplus, it was decided to wait until the summer to make sure the new system is running properly.
The Clerk advised the Board that a revised sub-division plan for the Oberting property on Woods Lane was scheduled for preliminary review at the January 18th Board Meeting. A discussion followed with the Clerk being requested to have Boswell engineering review the plans for Storm water management and report their findings to the Board.
The Mayor also reviewed a memorandum (attached) from the Title Agency the Village hired to review the request of resident Chuck Price on whether Brookside Ave. extends to the West of Lyons Ave. The Title Agency's report states that the property in question is a private thoroughfare owned by the Sage Estate Homeowners Association. The Clerk was requested to forward a copy of the memorandum to Mr. Price.
There was a discussion on the Web Site updating John Stangle is working on this with the vendor.
Trustee Lane discussed the need for some legislation to enforce the rules for trash, etc. He has received several complaints from the Clifford Road area and after reviewing our code feels we need to get some tougher rules and fines.
The Clerk will try to get some sample legislation General Code & NY COM.
Mayor Bishop and Trustee Miller discussed grant applications received. They were turned over to John Stangle for his reviews.
Trustee Miller updated the Board on the Park situation, and the intern project.
The Clerk advised the Board that the Fire Co. is looking for a place to store the old Mack and M424 as they have been advised they have to vacate the space in Riverview Center.
The Clerk read a letter from Mary Lou Smith announcing her retirement effective February 28th.
The Clerk reminded the Board that Carol Blaauboer's retirement party would be held at the Menands Firehouse on Friday, January 28th at 6:30 p.m.
At 7:58 p.m., a motion was made by Trustee Lane, seconded by Trustee Hagmann, to enter into executive session.

The regular meeting reconvened at 9:19 P.M.
It was noted that the next Village Board meeting will be held on Tuesday, January 18th due to the observance of Martin Luther King's Birthday on January 17th. A motion was made by Trustee Schanz, seconded by Trustee Lane to adjourn.
