The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on December 20, 2004 was called to order by Mayor John Bishop at 7:00 P.M.

Also attending: Residents Bill Garvey, Dianne MacFarland, Paul Harbour, Shelagh Nugent, Joyce O'Brien and John Murphy; Graham Jones and W. Bruce Newman, representing the Consulting Alliance.
The Mayor led the Pledge of Allegiance.
Resident Paul Harbour inquired as to the replacement of trees on Brookside Avenue. The Clerk informed Mr. Harbour he was working on the replacement. Mr. Harbour also inquired about a rumor he heard that the Board was going to institute a fee for the use of Ganser-Smith Park. Residents Murphy, Nugent, O'Brien along with Mr. Harbour, expressed their opinions and concerns about the need for a fee. A discussion followed. The Board advised those present it was reviewing the situation and had made no decision yet, and that the concerns expressed tonight would be taken into account.
Mr. Jones and Mr. Newman of the Consulting Alliance discussed the Capital District Regional Market and a grant application it was submitting to begin upgrading the facility. The grant needs to have a local match. After a discussion, Trustee Schanz offered, seconded by Trustee Hagmann, a resolution authorizing the Mayor to review and sign a letter drafted by the Cooperative showing support for the grant application, but the local match is under legal review.

A motion was made by Trustee Lane, seconded by Trustee Hagmann, to accept the minutes of the December 6, 2004 meeting.

A motion was made by Trustee Schanz, seconded by Trustee Lane, to approve payment for the following:

Trustee Schanz read a letter from Fire Chief Don Handerhan requesting the Board to approve a resolution to seek voter approval for a proposed increase to the Service Award Program at the next Village Election. After a discussion, Trustee Schanz offered, seconded by Trustee Miller, a resolution calling for a referendum at the Village Election on March 15, 2005 seeking voter approval to increase the Volunteer Firefighter Service Award annual contribution from $480 to $700.

John Stangle advised the Board that he had heard that someone was going to put a workout center in Riverview Center. John also thanked the Board for their help at the benefit dinner on Friday; it was a great success.
The Mayor read a letter (attached) from PBA President Connors.
The Clerk advised the Board that the Beautification Committee had asked him to get a price for an additional sign for in front of Price Chopper Plaza. The cost for an additional sign is $1,775.
There was a discussion concerning the type of referendum required for the improvements to the Village water system. Attorney Rehfuss and the Clerk will report back to the Board.
A motion was made by Trustee Schanz, seconded by Trustee Hagmann to adjourn.
