The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on December 3rd, 2007 was called to order by Mayor Thomas G. Coates at 7:00 P.M.

Also attending: Bill Garvey, John & Carol Blaauboer, Bonnie Owens and Paul Cooney.
The Mayor led the Pledge of Allegiance.
John Blaauboer had several questions concerning the health care options for retirees, the Mayor advised Mr. Blaauboer to ask his questions to our Health Insurance Broker at the meeting scheduled for 11:00 A.M. tomorrow.
Ms. Bonnie Owen of Irving Place inquired as to whether the Village was still picking up leaves. The Clerk informed her that the Village will pick up the leaves raked to the side of the road as long as possible, hopefully before the snow flies. Ms. Owens also asked about the old skating rink on Irving Place, and how it was becoming an unsightly area as kids were hanging out and leaving their garbage all over, she was wondering what the plans were for the area. The Clerk advised Ms. Owens that at this time there were no plans for the area but he would have the DPW and Police patrol the area.
Trustee Lane seconded by Trustee Lansing made a motion to approve payment for the following:

Mayor Coates reappointed John Tozzi to the Zoning Board of Appeals for a three-year term ending April 5th, 2010.
Trustee Grenier offered seconded by Trustee Lane, the following resolution and moved its adoption:
WHEREAS, the Zoning Board of Appeals of this Village was established by Local Law No. 1 of 1976, and
WHEREAS, this Board has approved the appointment of the several members thereof, and
WHEREAS, John Tozzi has served faithfully the Village Zoning Board of Appeals
NOW, THEREFORE, be it
RESOLVED, that the reappointment by Mayor Thomas G. Coates of John Tozzi to the Zoning Board of Appeals of the Village of Menands be, and it hereby is, approved for a term ending on April 5th, 2010, and be it further
RESOLVED, that the Village Clerk be, and he hereby is, directed to notify the aforesaid citizen of his reappointment.

Mayor Coates appointed John Bassett as Chairman of the Zoning Board of Appeals for the ensuing official year.
Trustee Grenier offered seconded by Trustee Lane, a resolution naming John Bassett as Chairman of the Zoning Board of Appeals for the ensuing official year.

Paul Reuss led a discussion concerning the proposed fire inspection fees, after which Trustee Lansing moved seconded by Trustee Lane a resolution adopting the following schedule of Fire Inspection Fees for the Village of Menands.
Fireworks Permits: $ 75.00
Public School Inspections: $ 50.00
Public School Structural Inspections: $ 50.00
Private School Inspections: $ 50.00
College Fire Inspections: $ 50.00

The Clerk reminded everyone that there will be two public hearings prior to the next Board Meeting on the proposed Local Laws concerning Municipal Storm Water Management and Illicit Discharges.
The Clerk presented each member of the Board of Trustees with a calendar for the month of January (along with a sample calendar), which is required to be filled out for Retirement Reporting. After a discussion the Mayor suggested that this become an annual or bi-annual requirement.
The Clerk advised the Board that he had on file the “Community Development Block Grant Annual Community Assessment Summary Program Year 2006” if anyone would like to review it.
Trustee Miller advised the Board that after reviewing the requirements for the shared services that the Village was interested in submitting he determined that the Village would not meet the criteria for a grant and therefore we should not pursue the grant. The Board agreed.
The Youth Program Christmas Party will be Friday, December 14th, 2007 from 6:30 – 8:30 P.M.
Also the Firemen's Christmas Party will be Saturday, December 15th, 2007 at 6:00 P.M. sign up in the lounge.
The Board was advised to let the Dispatcher know if they will be attending the PBA Christmas Party on Sunday, December 16th, 2007 starting at 4 P.M.
The Clerk reminded everyone the 25th Annual Employees Christmas Party will be Thursday, December 20th, 2007 from 3 – 6 P.M.
At 7:52 P.M. Trustee Lansing made a motion seconded by Trustee Lane to enter into Executive Session.

The regular meeting reconvened at 9:16 P.M.
Trustee Lansing proposed the following resolution,
IT IS HEREBY RESOLVED, that effective January 1, 2008, all employees, boards, department committees, or other village related entities shall, if they seek to make a presentation at a board meeting, request such time at least five (5) days prior to the board meeting and submit in writing, the purpose for the request and support for any requested actions pursuant to the form approved by the Mayor, open forum is no longer the proper mode to make such presentations. The resolution was seconded by Trustee Lane.

Trustee Lansing proposed the following resolution,
IT IS HEREBY RESOLVED, that effective January 1, 2008, for all preliminary site plan approval requested such requests must be presented in writing (including all necessary or appropriate drawings to the Executive Assistant at least two (2) weeks prior to the Village Board Meeting. The Executive Assistant shall review said materials to determine if they comply with Village rules and regulations. If not, the Executive Assistant shall so inform the applicant and the matter shall be removed from the Board’s Agenda.
After a discussion Trustee Lansing proposed the following resolution to revised and amend the resolution of October 25, 2007 regarding health and dental insurance for non-union employees for 2008 to read that the Village will contribute toward the combined cost of a health plan and a dental plan for each eligible active employee the follow amounts:
(1) FAMILY coverage in the amount of $890.00 per month and
(2) SINGLE coverage in the amount of $350.00 per month. It is further resolved that to the extent there are any remaining costs in excess of the Village’s contributions, the Village will contribute an additional amount equal to one-half of the excess premium the employee shall contribute the additional cost of such coverage thru payroll deductions.
