The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on March 19, 2007 was called to order by Mayor Bishop at 7:00 P.M.

Also attending: Bill Garvey, Jr., Esther Nolan, Paul Cooney, and Janet O’Brien Arum.
Ms. O’Brien Arum of 11 Sage Hill Lane discussed problems with the snow plowing during the last storm and also an issue with the pavement in front of her home. The Clerk has already spoken to Foreman Boyd about the issues, and that the street will be patched in the spring and foreman Boyd, has addressed the plowing issues.
Bruce Boswell presented revised preliminary plans for the location of a building he would like to develop at 35 Broadway a discussion followed after which Trustee Hagmann moved, seconded by Trustee Grenier a motion to accept the preliminary location of the proposed building subject to all code requirements.

A motion was made by Trustee Lane seconded, by Trustee Hagmann, to accept the minutes of the March 5th, 2007 meeting.

A motion was made by Trustee Lane seconded, by Trustee Grenier, to accept the minutes of the March 6th, 2007 Budget Workshop meeting.

A motion was made by Trustee Lane seconded, by Trustee Grenier, to approve payment for the following:

GENERAL totaling $70,731.88
WATER totaling 42,378.64
SEWER totaling 151,674.56
TOTAL $264,785.08
PAYROLL # 21 totaling $ 60,557.30

The Mayor stated he had delivered the Preliminary Budget to the Clerk-Treasurer. A public hearing on the Budget was scheduled for Monday, April 9th, 2007 at 7:00 P.M. The Clerk was asked to have sufficient copies of the Preliminary Budget available for the public hearing.
There was a discussion concerning a request from St. Joan of Arc to hold a bazaar in Granser Smith Park with carnival rides, the rides would be brought into the park by flat bed trucks. This is a problem due to the underground drainage tiles in the park and the possibility that the trucks will damage them as they are only a few inches under the surface. The Board will not allow the large trucks into the park. They suggested possibly the Regional Market off Broadway.
The Mayor asked that a letter he received from Boswell Engineering concerning a request from Rensselaer County to tap into our 20” water main in Troy for the County Jail be given to the new Board at the next meeting. Also the Mayor reported that the Empire Plan is currently projecting a 12.1% increase in health insurance premiums for next year.

Mayor Bishop and Trustee Hagmann both stated that it was a privilege to have been on the Board and that they enjoyed working with both present and past Board members, they also thanked everyone for all the work they do for the Village, and stated the Village is a great place to live and raise a family.
A motion was made by Trustee Hagmann seconded, by Trustee Miller to adjourn.
