The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on December 18, 2006 was called to order by Mayor John Bishop at 7:04 P.M.

Also attending: Bill Garvey, Diane Brunell, Paul Cooney, Demetrios Haseotes, John Stangle & Harry Khachadoorian.
The Mayor led the Pledge of Allegiance.
Mr. Harry Khachadoorian addressed the Board concerning a problem at 736 North Pearl Street. The Clerk advised Mr. Khachadoorian that 800 North Pearl Street owned that section of North Pearl Street and that he would give Mr. Khachadoorian a copy of the deed showing that an egress, ingress and regress easement was given to the tenants.
Paul Cooney updated the Board as to the status of the projects that Boswell Engineering has been hired to oversee or review.
John Stangle inquired as to the enforcement of the Garbage Law, a discussion followed with Trustee Lane advising that the proposal he made was to develop policy steps for the enforcement.
Mr. Demetrios Haseotes presented the Board with proposed changes to the parking at 375 Broadway Midland Farms. A discussion followed with Mr. Haseotes being informed that the Board will need time to review the previously approved plans and the new plans and that he should see the Clerk in January to arrange a follow-up at a board meeting.
A motion was made by Trustee Lane, seconded by Trustee Hagmann, to accept the minutes of the December 4, 2006 meeting.

A motion was made by Trustee Lane, seconded by Trustee Grenier, to approve payment for the following:
WARRANT # 13X
GENERAL totaling $ 1,062.00
WARRANT # 14
GENERAL totaling $124,481.20
WATER totaling 45,061.21
TOTAL $169,542.41
PAYROLL # 14 totaling $ 57,395.57

Trustee Lane offered, seconded by Trustee Miller, a resolution authorizing the Clerk –Treasurer to transfer $40,000.00 from General Fund Unappropriated to A-5110-0438 for the final payment to the contractor for Menand Road and North Lyons Avenue Street Maintenance Paving and to transfer $35,000.00 from Water Fund Unappropriated to F-8340-0200 Distribution Equipment for the Troy Meter.

There was a discussion concerning the proposed Local Law of which the public hearing was earlier. After which Trustee Hagmann moved, seconded by Trustee Lane a resolution to adopt the proposed Local Law providing for the Administration and Enforcement of the New York State Uniform Fire Prevention and Building Code.

The Mayor led a discussion concerning appointing Paul Reuss as Code Enforcement Officer for the Village after which Trustee Miller moved, seconded by Trustee Hagmann a resolution appointing Paul E. Reuss as the Village’s Code Enforcement Officer effective December 18, 2006.

The Mayor also discussed the appointment of Paul Reuss as MS4 Officer for the Village, after which Trustee Miller moved, seconded by Trustee Grenier a resolution appointing Paul E. Reuss as the Village of Menands MS4 (Municipal Separate Stormwater Sewer Systems) Officer effective December, 18, 2006.

A motion was made by Trustee Hagmann, seconded by Trustee Lane to adjourn.
