        The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on  September 18, 2006 was called to order by Mayor John Bishop at 7:00 P.M.

        PRESENT:John W. Bishop, Jr., Mayor
                        John F. Hagmann, Trustee
                        Meg Grenier, Trustee
                        Timothy A. Lane, Trustee
                        Ronald H. Miller, Trustee
                                William T. Smith, Jr., Clerk-Treasurer
                                Stephen Rehfuss, Village Attorney
                                
        ABSENT: Paul Reuss, Exec. Asst. to Mayor

        Also attending:  Bill Garvey, John Sheehy, Esther Nolan, Frances Miller, Paul Zabinski, Lori Zabinski, Tom Zabinski, Dick Rendert, Bill Roylance, Dennis Lang, Janet Flint, Ruth Zabinski, Dianne MacFarland, Jim Long, Katherine Doran, Theresa Jennings, Michael Jennings, Susan Wilson, and Elaine Habbinger.

          Paul Zabinski led a discussion concerning teenagers going to and from the area of Kingston Street Park where they seem to hang out and use foul language and drink beer.  These are not neighborhood kids.  Paul has discussed the situation with the police and they are doing a good job, however, rumors are that the Kingston Street Park is going to be rehabilitated and the neighbors are concerned this will attract the wrong kids.  The Mayor and Trustee Miller explained that the park was included in a study but nothing is finalized and will not be until sometime in the future and that the neighbors will have input.

        Resident Bill Roylance discussed the maintenance this year of the Polk Switzer Park and would like to see a regular schedule.  The Clerk will follow up with DPW.

        Ms. Katherine Doran of Teal, Becker & Chiaramonte, the Village’s outside audit firm provided the Board with the results of 2005-2006 Fiscal Year Audits of the Village and Village Court funds.  Ms. Doran provided explanations for the various exhibits and answered all questions.

        Trustee Hagmann stated that in the 6 or 7 times he has heard the auditor’s reports there has never been any problems with the Villages Finances and that this is due to the diligence and professionalism of Bill and his staff and, Trustee Hagmann wanted to say thank you to all for the great job they do
.
        A motion was made by Trustee Lane, seconded by Trustee Miller, to accept the minutes of the     September 5, 2006, meeting.

        A motion was made by Trustee Lane, seconded by Trustee Hagmann, to approve payment for the following:

        The Clerk advised the Board that a public meeting has been scheduled for 7:00 PM on Tuesday, October 10th for discussion of the Gateway Trails Study and Community Design Study.

        The Clerk advised the Board that he received a letter from the Fire Chief requesting that two (2) computers they have be declared surplus, so that  one (1) can be disposed of because it does not work; and that the other one (1) can be donated to the Fire Departments Civil Group for their records.  After a discussion Trustee Hagmann, moved seconded by Trustee Lane a resolution declaring the following inventory items surplus:

        The Clerk advised the Board that he was reviewing an option for a new ID card for the Village Employees.  He also advised the Board of the following training sessions available:

NIMS                                                    8 to 11 AM      9/20 & 9/21 at the Fire House Teleconference Qualities Communities                              6 to 9   PM     Wed 9/27 at various locations
NYCOM Fall Training School                      10/2 – 10/6       Albany Crown Plaza
NYCOM Public Works Training School      10/23 – 10/26    Syracuse

         The Clerk advised the Board that New York Leak Detection  had completed a leak detection of the Villages water lines and that identified leaks were repaired except for a couple of fire hydrants that would be replaced shortly.

        The Mayor read a letter from the Sewer Board advising everyone that significant upgrades were required and that rates would probably be affected in the future.

        Trustee Lane advised that several dead trees along Broadway have been replaced.
                
        The Board gave their liaison reports:
                Mayor Bishop - Administration, Building Inspector, Exec. Assist to Mayor
                Trustee Hagmann - Police Dept.
                Trustee Lane - DPW
                Trustee Miller – Seniors
                Trustee Grenier – Fire Dept

        At 8:56 PM Trustee Lane, moved seconded by Trustee Grenier to enter into Executive Session for a personnel matter.

        The regular meeting reconvened at 9:22 P.M.
        
        A motion was made by Trustee Grenier, seconded by Trustee Hagmann to adjourn.
