Regular Village Board Meeting
September 19, 2005
The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on September 19, 2005 was called to order by Mayor John Bishop at 8:17 P.M.

Resident Robert Waltersdorf from Glenwood Road discussed an ongoing problem he is having with a group of young men. After the discussion the Mayor advised Mr. Waltersdorf to file an official complaint and that he would be available for a meeting with Mr. Waltersdorf, the Chief of Police and himself at Mr. Walterdorf’s convenience.
Mr. Gary Male of CT Male Engineering discussed the need to do some TV camera work on the sewers on Wards Lane and also on the private lines of Park Lane, Dutch Village and Park Hill Apts after the discussion it was determined that the Village put on notice the three (3) apartment complexes that the Village will be doing the TV work and that their cooperation would be appreciated.
Mr. Paul Cooney of Boswell Engineering discussed the Paving Bids for Brookside Avenue and Mountain View. The Village received two (2) BIDS for the Electrical Work for the Traffic Signal at Brookside Avenue and Broadway.

After a discussion the Clerk was requested to ask both bidders to review and concur with the standard contract front end documents.
Trustee Lane moved, seconded by Trustee Grenier to award the bid for the traffic signal work to Martin Electric if they concur with the contact documents if not then award it to Clifford R. Gray, Inc.

Mr. Cooney then reviewed the BIDS received for the Paving Work.

After a discussion Trustee Lane offered, seconded by Trustee Miller a motion accepting Del Signore Paving as lone bidder for the Paving of Brookside Avenue and Mountain View.

A motion was made by Trustee Lane, seconded by Trustee Grenier, to accept the minutes of the September 6, 2005, meeting.

A motion was made by Trustee Lane, seconded by Trustee Hagmann, to approve payment for the following:

The Clerk advised the Board that he had received a proposal from Cornerstone Telephone Company regarding the Villages phone service and was reviewing the buy out from our current provider. Cornerstone proposes to save the Village approximately $1,200.00 a year.
Trustee Lane led a discussion concerning the proposed amendment to the Garbage Law. After tonights Public Hearing Trustee Lane amended the local law to provide that complaints must be written.
Trustee Lane offered a motion to enact the proposed Local Law amending Chapter 82 of the Village of Menands Muncipal Code as amended, motion seconded by Trustee Hagmann.

The Board discussed using Boswell Engineering as the designated Engineer for the project at 13 Sage Estates. After which Trustee Miller offered a motion authorizing Boswell Engineering to be the designated Village Engineer for the project at 13 Sage Estates at an estimated cost of $2,000.00, the fee to be deposited with the Village by the developer, Trustee Hagmann seconded the motion.

Attorney Rehfuss advised the Board that after discussions with NYCOM , it was determined that the Village should amend each ordinance separately to deal with Repeat Offenders.
A motion was made by Trustee Hagmann, seconded by Trustee Lane to adjourn.
