        The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, was held on July 5, 2005 and called to order by Mayor John W. Bishop, Jr. at 8:25 P.M.

        PRESENT:        John W. Bishop, Jr., Mayor
                        John F. Hagmann, Trustee
                        Meg Grenier, Trustee
                        Timothy A. Lane, Trustee
                        Ronald H. Miller, Trustee

        ABSENT:         

        Also attending: Residents James E. Smith, Sr., Diane MacFarland, Gert Kutz, Paul Cooney, Jeanie Rutherford, Chief Don Handerhan, Deidre Martinez, Suzi McGruder and Joe Richardson.

        Resident Jim Smith described several instances of speeding he has experienced on Menand Road recently and wanted to know what could be done about it.  After a discussion the Mayor and Clerk stated they would discuss this with the Chief and patrols would be increased.

        Resident Deidre Martinez inquired about the Neighborhood Watch Program, the Clerk advised everyone that Chief O’Brien and he had discussed the program recently and were putting together a plan to revive the program.

        Chief Handerhan led a discussion concerning the replacement of the Fire Chief Vehicle, after which Trustee Hagmann offered, seconded by Trustee Grenier a motion to offer Latham Fire Department $10,000.00 for the 2001 Ford Expedition they have for sale.

        Suzie McGruder of Journal Communications and Joe Richardson of the Albany Colonie Chamber of Commerce discussed the opportunity for the Village to be included in a Special Report with other communities in Albany County which will be part of the next issue of Images of New York’s Tech Valley Magazine, (attached) for a cost of $2,750.00.  After which Trustee Lane moved, seconded by Trustee Hagmann a resolution authorizing the expenditure of $2,750.00 to include the Village in the special report and to receive 250 copies.

        A motion was made by Trustee Lane, seconded by Trustee Hagmann, to accept the amended minutes of the June 20, 2005 meeting.

        A motion was made by Trustee Lane, seconded by Trustee Grenier, to approve payment for the following:

        A discussion was held concerning the States Temporary Easement of a portion of the Village property at 150 Broadway (Pin 1460.37.221) near the Village Pump Station for a work area in connection with the reconstruction of Route 32.  Trustee Hagmann offered, seconded by Trustee Lane a resolution authorizing the Mayor and/or Clerk to execute the necessary documents required for the project.

        Mayor Bishop reviewed a memo he received from Chief O’Brien (attached) concerning Fire Chief Don Handerhan and Police Officer Mark Westbrook whom both received awards from the Town of Colonie Emergency Service Department for their action in 2004.  Both Chief Handerhan and Officer Westbrook received a LIFE SAVING AWARD for their actions in reversing a cardiac arrest of a Dutch Village resident.  Chief Handerhan also received the EMT OF THE YEAR award for the Town of Colonie for 2004.  The Mayor and Board congratulated both gentlemen.

        The Mayor stated he received a letter from Wolferts’ Roost regarding the Driving Range Net they want to install; he will discuss it with Attorney Rehfuss this week as there are some issues he wants to resolve.

        Trustee Lane led a discussion concerning the recommendations of the arborist (attached) hired to examine the trees in Ganser Smith Park near the new playground.  After which it was decided to follow the second recommendation of aeration.  The Clerk will advise the DPW Foreman T. Boyd of the work that is required.

        Trustee Miller discussed the report of the graduate students review and will have copies for the next meeting.

        John Stangle and the Clerk reviewed the problems during and after the recent heavy rains.

        The Clerk advised the Board that the Energy Audit for the office complex is scheduled for July 21st.  Also that they Council of Community Services has applied for a Games of Chance License.

        The Clerk advised the Board that the Village's independent auditors have begun their Annual 2004-2005 Village Audit.

        At 9:56 P.M., a motion was made by Trustee Hagmann, seconded by Trustee Miller, to enter into executive session.
