Village Board Minutes 03/21/05
        
        The regular semi-monthly meeting of the Board of Trustees of the Village of Menands, held on March 21, 2005 was called to order by Mayor John Bishop at 7:00 P.M.

        The Mayor led the Pledge of Allegiance.

        Discussion:

Paul Cooney reported that he had given the Clerk the preliminary changes to the Sub Division Regulations, the Clerk is having them typed before reviewing.  Mr. Cooney also advised the Board that due to unforeseen travel requirements the scheduled ZBA Meeting had to be cancelled.  Mr. Cooney suggested that the law allows for alternates to the ZBA.  This may be something the Board may want to look at to prevent another cancelled ZBA Meeting.  Mr. Cooney also inquired if the infrastructure report from C. T. Male was available yet.  The Clerk said he had not received it as of today.

Several residents, Chuck Price, Dorothy Schanz; Carol Matthews, Dave Lafleur, Jim Long gave their thoughts on the accomplishments and tireless effort in supporting the village that trustee Schanz had given over the years and that they think he will be missed on the Board.  Several more residents voiced their opinions.  Mayor Bishop stated that although he and Trustee Schanz had their differences on the Board at times, he respected Bob and appreciated his efforts, and thanked him for his service to the residents of the Village.

Jim Long asked the Board to help out with the Little League particularly with roofs on the dugouts and the infield.  After a discussion DPW Foreman Tim Boyd stated that the field will be done in time for opening day weather permitting, as it is every year.

The Clerk advised everyone that the new playground will be roped off until the contractor finishes the landscaping (hopefully in a couple of weeks weather permitting), and the equipment is given a final inspection.

Trustee Miller and Diane McFarland presented 2 plaques to Kathy Schanz for Trustee Schanz from the Playground Committee thanking Bob for all his efforts.

Frank Palumbo of C. T. Male Associates presented a preliminary plan for a request to sub divide 105 Woods Lane into two lots.  After a lengthily discussion concerning comments from the Village’s Engineer-Boswell Engineering, along with the issue of emergency vehicles access, Mr. Palumbo said he would meet with his clients to discuss everything and that he would get back to the Board.  The Board assured Mr. Palumbo that it was willing to work with the owners, but that fire protection and emergency vehicle access are major concerns.
           
        After a discussion concerning the Sewer Funds Trustee Lane offered, seconded by  Trustee Miller the following RESOLUTION authorizing the Clerk-Treasurer to transfer $48,700.00 from the Sewer Fund Unappropriated Funds to Account G-8130-0400 County Sewer Assessment.

        A motion was made by Trustee Lane, seconded by Trustee Hagmann, to accept the Amended minutes of the February 22 meeting.

        A motion was made by Trustee Lane, seconded by Trustee Hagmann, to approve payment for the following:

        The Clerk discussed the need to have repairs done to Truck #4 at a cost of approximately $6,700.00.  After a discussion the Clerk was advised to get a second estimate, before having the repairs done.  

The Clerk lead a discussion concerning the request from resident William Flores, 9 Highland Street to pay for the portable basketball hoop that the Villages plow destroyed this winter.  The Clerk stated that the Town of Colonie advises residents that the Town will not be responsible for damage to any items left in the Towns right-of-way during the winter.  After the discussion Trustee Miller offered seconded by Trustee Lane a motion authorizing the reimbursement to Mr. Flores in the amount of $100.00 with a letter explaining the policy and advising Mr. Flores that this is a one time only reimbursement.

        The Clerk will put a notice in the ACTIVITIES concerning the responsibility for items in the Villages right-of-way as well as the placement of lawn sprinklers at the edge of the pavement.

        The Board gave their Liaison Reports:
Mayor Bishop     Building Department, John Stangle’s Report and Administration.
               Trustee Hagmann         Police
                Trustee Lane            DPW, Beautification and Fire
                Trustee Miller          No report.

        Trustee Miller provided a status report on the Broadway Corridor Project the graduate student was doing for the Village.

        The Mayor stated he had delivered the Preliminary Budget to the Clerk-Treasurer.  A public hearing on the Budget was scheduled for Monday, April 11, 2005 at 7:30 p.m.  The Clerk was asked to have sufficient copies of the Preliminary Budget available for the public hearing.

        Resident Deirdre Martinez inquired about sending letters to local businesses asking them to clean-up their properties now that the snow is gone.  The Board thought that was a great idea.  Trustee Lane stated that the Beautification Committee was planning a clean-up day in the near future, but Ms. Martinez could certainly send out letters.

        John Stangle advised the Board that he had met with NYSDOT concerning the flooding on Cemetery Avenue and that DOT would look at the suggestions John had and get back to him.


        At 9:25 p.m., a motion was made by Trustee Lane, seconded by Trustee Miller, to enter into executive session to discuss a personnel issue.
