Village Treasurer Position

The Village of Menands, Albany County, New York is seeking a qualified candidate to serve as Village Treasurer to be responsible for the Village’s fiscal and budget administration.

The position requires overseeing all financial aspects of the Village, including budget management, tax collection, and financial transaction oversight. Responsibilities also include implementing and maintaining accounting systems, managing payroll processes, overseeing purchasing activities, and preparing financial reports and analyses. The incumbent will work at the Village Office and report to the Mayor. They are appointed annually by the Mayor with approval from the Board of Trustees. Their tasks are assigned by the Mayor and Village Board.

Primary responsibilities:

  • Monitor cash receipts and expenditures.
  • Provide financial reports monthly (or as needed) to the Mayor, Board of Trustees and Village Departments.
  • Monitor budget lines and handle budget transfers when approved.
  • Audit and approve expenditures for accuracy, ensuring adherence to Village procurement policies.
  • Prepare journal entries and bank reconciliations.
  • Verify tax parcel information with closing attorneys and clerks.
  • Collaborate with financial advisors for bond issuance, maintaining debt and payment schedules.
  • Follow guidelines for annual budget preparation and adoption of budget as outlined under NYS Law.
  • Oversee strategic planning, capital initiatives and asset inventories.
  • Manage tax bill issuance and collection, including online payments.
  • Evaluate and manage all insurance policies and coverage.
  • Monitor Village grants, expenditures, and funds.
  • Coordinate with the Water Department Manager to maintain water billing accounts and oversee revenue collection.
  • Work with Village auditors for annual independent audit preparation and filing with the Office of the New York State Comptroller.
  • Ensure timely submission of required reports to the New York State Comptroller and other New York State agencies.
  • Attend meetings of the Board of Trustees as requested, (at a minimum monthly).

Desired Skills/Qualifications/ Education

  • Bachelor’s degree in accounting, finance, or a related field from a recognized college.
  • Preferably five years of accounting experience.
  • Budget experience is essential
  • Strong financial background
  • Municipal financial systems and/or accounting experience is a plus, but not mandatory
  • Proficiency in Excel and all other Microsoft Programs.

Salary to commensurate with experience. The expected starting salary is $62,000. Village of Menands residents are preferred, then Town of Colonie, then Albany County. The successful candidate should live within Albany County or be willing to move within the limits within the year of appointment.
